Usually this is a term used when someone is accused of having committed a minor crime and the City Attorney or the District Attorney would rather encourage the parties to reach a civil compromise rather than prosecuting.

Whatever the context in your case, civil means the areas of the law that are not criminal. Compromise is an agreed settlement, usually in which neither side gets what they think they are entitled to.
