Legal Question in Personal Injury in California

I currently have an open injury case that has been ongoing for 17+years. I will be 21yrs old in a couple of days. I believe that the attorney on this case has neglected to properly represent me and i want to look into what legal actions/rights i maybe entitled to at this point.
