Legal Question in Personal Injury in California

P i

My friend, 90 years old, was taken in a private home for nursing care. He paid $2,000 per month. The care was very substandard. On his way in the front door (without rail etc.) he tripped on the front step, and fell, severly injuring his shoulder. The care giver did not take him to the hospital, told him it was not necessary, etc. Not until three weeks later did he finally get medical help. What kind of law suit does he have, if any ? He no longer lives with them.
