Legal Question in Personal Injury in California

My parked car with hit by a 16 year old without a license or auto insurance. The car he was operating does not belong to him but the owner of the vehicle has insurance. The insurance company is saying there might be a coverage issue because the policy holder was not driving the car at the time of the accident. Is the policy holder/auto insurance provider still liable?

The policy holder is liable. The insurance policy may have specific exclusions, however, so you would have to sue the parents of the 16 year old (and, if the parents are different from the owner), the parents, as well. BUT, there would be no insurance money available, most likely.
