On the property of a Federal Reserve Bank, which is policed by Federal Law Enforcement Officers, does state, federal, or a combination of laws apply, and under what circumstances? E.g., with respect to individual privacy, workplace practices, etc.

It is a complex combination. There is a complex body of law on the topic of "preemption." That is the area of law that deals with when a higher governmental entity's laws and regulations apply, and when the more local laws and regulations apply. The federal government is not subject to the jurisdiction of state and local laws except to the extent that it chooses to be, but it chooses to be in many instances. Without a specific question it is impossible to say whether state, federal or a combination of laws would apply.
