is it reasonable to ask for punitive damages and emotional distress compensation when dealing witha neglegence issue?

Emotional distress yes, if its well supported by the facts. Punitive damages - no, as the purpose of punitive damages is to punish the defendant for intentional/willful conduct that involves malice or other ill will. Mere negligence is not enough.
