Legal Question in Personal Injury in California

I was recently in a car accident in Sacramento, CA. It was approximately 9:00 am and overcast. I was taking a connector ramp from one freeway to another. As I entered the ramp, I saw California Highway Patrol officers stopped on the right hand shoulder and took my foot off the accelerator. I proceeded around the blind curve where a red truck was stopped in the lane. I slammed on my brakes but did not have enough time to stop before running into the boat that was extending out of the truck�s bed. At that time, there were no traffic conditions that would dictate that he should stop and there were no other vehicles on the roadway. I never saw any brake lights from the truck and even the CHP officer stated he didn�t know why the driver had stopped in the lane. Am I at fault even though he stopped around a blind corner and, going less than the speed limit, I could not have stopped?

.If there was no reason for the truck to be stopped even though you ran into the back of them it was probably not your fault because they shouldn't have been stopped on the freeway.
