Who is responsible for underage drinking?

I live in an apartment complex that allows alcohol in the common pool area. The complex only has a security check (at the gate entrance of the pool) to verify residents and guests enter the pool area. If a minor consumes alcohol in the pool area, in addition to the person providing alcohol to the minor, is the apartment complex and/or the security guard company also liable?

I suppose if a kid drowns, or has some other mishap in the pool area, his parents' lawyer will go after the apt. complex and anyone else they can find.
