Serving interrogatories

If a person serves interrogatorries through certifiedmail, is the server required to register proof of service with the court, even though person served verified his receipt of the roggs?

No. Discovery requests and responses should not be filed with the court regardless of how they are served. The court should only see them if they become relevant to a motion and/or if the responses are used at trial. There is likewise no need to file proofs of service of discovery requests or responses unless the other side makes an issue of whether or when the documents were served.
