Is there a state law in California that in order to have car insurance for your car, and it is being financed through a loan company or bank, that the insurance company MUST sell a full-coverage policy to the buyer?

It's not the law, but it's not your car either, and it's probably in your sales or loan contract that you have to have collision coverage with the bank as a named insured.
