What is the statue of limitations on a traffic accident that occured in the state of California on 12/29/2002?

Statute of limitation max on personal injury is now two years, I believe that the two year statute went into effect Jan 1, 2003. Unknown if retroactive. Would have to confirm. Accident without injury, ie., property damage, maximum, one year. If accident occurred in 2002, statute has run. Call to discuss if other issues.
