How To Stop Loud TV Noise Late At Night
The neighbor who lives in the house next door plays his TV set so
loud late at night, it wakes us up at 11 p.m., 1 a.m., 3 a.m. etc. I
wrote a letter to them saying our sleep has been distured on
numerous occasions by their loud TV and asked them to turn down
the volume late at night so we could sleep. That didn't work. So,,
I've called the police five times to complain. They come out, the TV
goes off, and it's ok for a couple days. But then the same thing
happens, over and over. What can I do?

Some areas have community mediation, where the neighbors air their disputes to a neutral third party, and they both agree (or don't) on a game plan to make everyone happy. If you don't have that in your community, you might have to file a lawsuit that alleges nuisance, since they're interfering with the quiet enjoyment of your residence. Once they're hit with a money judgment, they might get the message.
