If v2 was fully stopped behind you before he got smacked and pushed into you, then I would not sue him. If he was moving, then you probably need to. That is not a hard and fast rule, but generally true.
If you felt two impacts, then they're both probably at fault, but if you felt only one impact, then V-1 is probably at fault.

The previous answer is correct. Was there a police report? Does the police report indicate the car was behind was stopped before it was hit and pushed into you? Were there 1 or 2 impacts with your car? It is always safe to bring a claim against both drivers to protect the statute of limitiations until you learn for sure who was at fault.
