Legal Question in Personal Injury in California

can i sue the chamber of commerce of my city for a personal injury that occurred at an event they were they were incharge of, even if i signed a paper prior to my accident saying i will not sue the city in case of wrongful injury or death.

Yes b/c the Chamber is a private organization and, in any case, a waiver if liability is not legal if the City was negligent. You can't have someone sign a paper saying he is not able to sue you and then be careless and injure someone expecting not to pay the damages. Part of the reason for forcing people to pay when negligent or careless is to make then careful about other people's safety.
