Legal Question in Personal Injury in California

Can I sue for my 4 yr old sons emotional stress after a speeding car ran a stop sign, and wrecked on the sidewalk just feet away from him? He had to be thrown out of the way or it would have landed on him. He has since been afraid of loud engines, has nightmares, and is scared to walk on the sidewalk where we live. The perpetrator fled from the scene but was caught shortly after.
