If you served someone with a lawsuit and they didn't answer, you would submit a default prove-up package to the court that includes declarations. These are sworn statements attesting to your damages. The form of a declaration and of a default package can be found in the book, California Civil Procedure Before Trial, available at the reference desk of your local law library or from a legal bookstore. If you drafted the complaint without an attorney, you may have done it incorrectly, in which case the defendants' attorneys may have advised them to do nothing. If you did not serve a statement of damages in a case that requires it, you might have to re-serve the defendants.
