Legal Question in Personal Injury in California

Is taking photographs in public places of people or of people in community areas lawful? I do not mean of their private life's. Furthermore, these pictures are not lewd or national security threat type of photos either.

The reason I am taking pictures is because the manager at the rental units where I reside frequently has her dog, and her friend's dogs, outside without a leash. Animal control has spoken to her, but as soon as the animal control personnel leave she is outside again with loose dogs. I have taken pictures to have proof of her and the dogs. Moreover, one of manager's loose dogs scratched my leg once and left a small scar on my leg. Since I do not have health insurance, I could not afford to be seen at a medical facility for the dog scratch.

What you are doing is entirely legal. People do not have a reasonable expectation that what they do in public will be treated as in private. As long as it is not done to harass the other person, taking pictures is perfectly legal. The person can also be on their own property but if they are in an area outside the unit and they know it can be seen by the general public, then taking a picture is also perfectly legal and can not be the basis of a successful lawsuit.
