Legal Question in Personal Injury in California

Can an unpaid city council / neighborhood council member in California get personally sued (realistically - meaning the suit would have merit) by a citizen because of a vote the member cast or an action of the council that negatively impacted the citizen (e.g. decreased property value)?

Anything done in the course of employment or service for the public entity should be covered by the public entity. Voting on something should not be the basis of any possible liability.
