Legal Question in Personal Injury in California

I have a vehicle that I have never been able to register since I bought it from a friend around four years ago. What can I do now? I lost the title and the car's not registered and hasn't been for years, but it has the old plates on it. I've just learned that I can't keep it on the private lot it has been on. What should I do?
