Legal Question in Personal Injury in California

Hello. My wife is a Plaintiff and I am trying to settle her case via Offer to Compromise under Civil Procedure Section 998 (form CIV-090). However, there are multiple defendants (an employee and the company he works for). My minor child is also a plaintiff and I have been already approved as Guardian Ad Litem for him. So basically there are two plaintiffs and two defendants. For ease of understanding, let's just call them P1, P2, D1, and D2.

I just want $14,000 total. So I was going to write $13,000 for her CIV-090 form and $1,000 for his CIV-090 form. However, it says offer made to "name of defendant" (singular). Should I make the same offer to both D1 and D2 separately? Do I file the form with the court or otherwise notify the court that I served it on D1 and D2? Thanks very much for any assistance that you can provide.
