Legal Question in Personal Injury in California

My workers comp case has been 11 years, it is in the California state system. It has stopped payments and no authorizations for tx. I have a R. Vocal cord paralysis from a cervical disc surgery. By the way the insurance co. only approved one disc surgery at a time. C5-6 C6-7 Why 11 years? The doctor messed up and severed the laryngeal nerve to help the muscle to move the vocal cord....I didn't have a voice for about a year. I had a cordotomy done. I had 3 surgeries. The originally injured was applying CPR to an obese man in the ER. I am an RN
