When does a 30-day notice take effect?

When a tenant provides a 30-day notice of intention to vacate to a landlord, does the notice take effect on the day the tenant mailed the notice, or the day the landlord receives the notice?

For example, if I mailed the notice of intention to vacate on January 1st, but the landlord did not receive it until January 17th, would the notice take effect on the 1st or the 17th?

it is usually the day it is mailed unless the rental agreement says otherwise.
