3-day pay or quit & notice to comply

I have served tenants with a 3-day notice to pay or quit as they have deducted money from rent without supplying an invoice based on advice from an eviction company. Rent has also been continually late in the three months they have been there. Tenants have not complied with notice by sending the money deducted from rent or invoice which was due today. They said ''it is on the way''. They are also in breach of the lease as their check was returned for insufficient funds for their security deposit. I set up new terms with them to pay $500.00/month installments starting on the 15th of September, which they did not pay. So I also served them a notice to comply for the $500.00. They have not complied with this either. I wanted to work this out with them, but I'm now afraid as they have no security deposit paid and they have also hired vendors without consent and I'm getting bills in my name from 2 electricians and pool service company that I never authorized--for seemingly the same problem. They also deducted one of the unauthorized bills from their rent. The lease states any problem is to be submitted in writing and work is to be authorized by landlord. Any advice would be greatly appreciated.

These are the type of tenants you do not want. Since you have given them notice and they have not complied, file suit for unlawful detainer.
