Legal Question in Real Estate Law in California

I own a 2 unit victorian, san francisco. I can evict without cause according to Cal Law. Local law prevents me from speaking to him about eviction. is that eviscerated by Cal Law?

No. California state law allows local laws to be more, but not less restrictive than statewide law on this issue. Therefore San Francisco's just cause eviction law supersedes state law on the subject.
