Legal Question in Real Estate Law in California

There is an abandoned apartment next door to mine that's door has been removed by the owners of the building, there are plates of food etc all over the floors in there where people had been "squatting", it has been this way for about a months now and a terrible odor is coming from the apartment into mine, there are tons of flies in the hallway and I was just curious what I can do about this as far as legal action, it is making my daily life in my apartment less than comfortable and I am worried about health risks such as mold and the flies carrying diseases, in conclusion, what are my rights as far as a renter and does the rental company face any legal consequences for making my apartment uninhabitable due to their negligence in cleaning the abandoned apartment, should I contact the health department? Any legitimate legal advice would be appreciated.

Odd that the owners would remove an apartment door......are you sure? My advice would be to deal with the owner and the management company before going to the health department, to convince them that cleanup and repair are in their best interests. The health department's main activity is likely to be assessing penalties rather than doing cleanup work. However, if owner contact fails to produce results, you could try the health department or even the police.
