what options do i have if someone left their vehicle on my property for over a year and did not pay storage fees?

Try calling the local police department to see if they will tow it away; sometimes they will not if it is on private prioperty and point out it is not your vehicle and if you gave no permission technically it is a trespass even though it has sat there for a year. First contact the owner telling him what you intend to do and you consider it to be abandoned property. Contact the DMV to see what they will do; they might only be willing to notify the owner themselves and then you have to hold an auction and remove the vehicles at your own cost.

You can then sue the owner in Small Claims Court but how are you going to collect against him? You should find out what local garages charge for long term parking and bring to court statements as to that.
