Legal Question in Real Estate Law in California
I need someone to advise me before signing my refinancing papers
with a mortgage bank in san diego that im not being scammed
and it is a valid 30 yr conventional mortgage with no surprises, etc.

That can't be done on line, but a local lawyer with a practice emphasizing real estate or lending practices could give you an opinion upon reading the papers for a fee probably not exceeding a couple hundred bucks, and probably worth it if you are suspicious. Another possibility is to handle the refi through an escrow and title company and have the escrow officer tell you whether the deal looks "regular" in all respects, but escrow officers are not lawyers and are probably going to be reluctant to examine a transaction in depth.
When I worked for Fidelity National Financial, Inc., the parent company of Fidelity National Title, Chicago Title, and several other title and title insurance subsidiaries, we very quickly fired any escrow officer who gave ANY kind of advice on the substance of the transaction.
