Legal Question in Real Estate Law in California

At my apartment building I was entering the car port when my neighbor closed the garage door and the door hit the top of my car causing damage. I live in los angeles county, Who is at fault me, neighbor or owner? Can I seek legal action and against what party?

If the garage door didn't close automatically and was closed when your neighbor pressed the button, then your neighbor is responsible for your damages.
