are apartment owner/landlords responsible for the cost of removing birds nesting in the wall of an apartment which were nesting in the wall before i moved into the unit?

Depends. Is there a contract where you state that you will take over remodeling and are aware of the birds? Is this a run of the mill lease agreement where the landlord is to make repairs and the tenant is forbidden, and the birds were discovered after you moved in? You are going to need to provide more information.

Both landlord and tenant should exercise caution about interfering with nesting birds. It can be illegal, depending upon the species and location.
