the apartment above my need some repare and i'll have to move out because they gonna have to brake the sealing , the manager of the building going to provide another unit and the move services ,
do i have the rights to get a free or discount from the rent?

No you do not have a right to free rent or a discount, unless the unit they are moving you into is significantly less valuable on the rental market than the unit you are being moved out of.

The landlord appears to be covering his end by having you moved, and providing another apartment while repairs are being made. Nothing you have told us indicates you are entitled to live in the new apartment for free. Your position is a bit extreme.
