assigned covered parking in complex

we were wondering what rights that managers have over making new rules in the apt complex.

when we first moved into the new complex, we specifically asked if the parking were assigned. both managers said no, it's on first-come-first-serve basis for all covered and uncovered parking spaces. three months into living at the complex, they decided to assign all the covered parking spaces, which are very limited. hence, only selected few get the covered space. their system of assigning is based on the moved in date.

well, we found out that we moved in before our neighbors did and they got a permit and we didn't.

we are also paying an optional $75 for a garage, but if you think about it, why are we paying for our parking space while others get the covered for free ??

since this assigning thing has started we have been forced to park at quite a distance from our apt. we suggested to the managers that they go back to the first-come-first-serve basis but they refuse to change the system.

the only reason we can come up with for why they are doing this is that the managers also live at the complex and we believe that this assigned parking system is benefiting them.

please help advice us on what else to do.

If you on a month-to-month rental, they can change the rules anytime they want as long as they give you thirty days notice.
