Bail Bond Lien

We are trying to refinance a loan on a home in Oakland. At some point a party of interest use the property as colectoral for a Bail Bonds Security to assure a family member appeared before the Court in Oakland and they appeared at the appointed time in 2000. The lien was not removed and the Bail Bondman has gone out of business or relocated and can't be found the only papers found are the Note and Deed of Trust. What the process to remove it. Thank you in advance.

A lawsuit can be filed to quiet title and remove the cloud if the lien was not removed when it should have been. Please call me if you have any questions.
