If the board of directors of my townhome complex fails to enforce their own rules for a prolonged time, do they then lose the legal standing to enforce them for all time?

It would depend on whether or not the failure to enforce under all the facts and circumstances involved would be sufficient to constitute a waiver or not. That is not something that could be evaluated, much less conclusively determined, in the abstract.
