boat held hostage

can a boatyard hold a boat hostage for non payment? if the boat is homesteaded and i live aboard and can the boatyard deny access to the boat if it is my primary home?

In San Diego they can, and do, file in federal court for a warrant of arrest, your boat disappears without notice to you, then they will auction off what's left of your vessel to pay the wharfage fees plus attorney fees and additional overcharge. If your vessel has permanent water and sewer hookups it might be covered by the state floating home law. Then again, it probably isn't.
