Boundary Dispute with City

I live in the city of Oakland. The legal description on my deed references the assessors map parcel number. That map shows there is a 50-foot road in front of my property line. The road is actually only 25 feet. Who owns the additional 12.5 feet on either side of the road? (assuming the centerline of the road corresponds to the centerline on the map). Who would be responsible for removing a large and potentially hazardous tree located in that area? What if the tree is partially on my lot and partially in that area? If the tree is not on my property and the city refuses to remove it, what recourse do I have and what liability do I have if it falls on my neighbor's house. Thanks!

You probably can't answer any those questions just

by looking at a parcel map. You'll probably have
