Is the property in Pennsylvania or California? It sounds as though the sale took place in Philadelphia. If that's where the property is located, Penna. law will apply and you'll need to re-ask this as a Pennsylvania question.

If the sale took place in California and involved California property, there would be no right of redemption after the sale. In California, delinquent taxes must be received by the county tax collector by the close of business on the business day before the sheriff's sale in order to redeem the property. The buyer becomes the owner immediately upon receiving the sheriff's deed, and therefore is entitled to change the locks, subject to the rights of any tenant then lawfully in possession.

Only a lawyer licensed to practice in Pennsylvania could properly answer a question regarding a sale taking place in Philly.
