Breaking a lease

When a tenant decides to move out before the end of a lease does the landlord have the right to withold any expenses generated from advertisement in newspaper to find another renter from the security deposit and is the actual tenant responsible to pay rent until another tenant is found?

The answer to both of these questions is "Yes", provided there was no basis for them moving caused by the landlord.
