Legal Question in Real Estate Law in California

My brother owes for back child support, his wages are garnished and has been paying it for years this way. He's thinking about trying to buy a house but wondering if he decides to sell will there be a lien for all the back child support to be paid before he will earn any money on the property?

If he is in arrears at the time of sale, there will probably be a lien and it will be enforced against the sale proceeds.....but how the heck does he think he can buy a house if he is being garnished? That will show up on his credit reports and he won't get a loan until it is paid up.
