Can a business park association vote against a tenant moving onto the park

Probably. Who owns and manages the park, the "association?" Someone has to decide who can move in, and if the association is charged with management authority by ownership or contract, this would be one of its powers. Of course, no one can exercise powers in a way that constitutes illegal discrimination based on race, religion, etc., but your question doesn't raise this as a possibility.
