CA HOA - lack of Board candidates

Our homeowners' association will hold its annual meeting soon where we will elect a new Board of Directors. There are a total of five directors needed and we only have three candidates, even after extending the deadline to submit a candidate's statement . The question is, do we still have to go through the election process, i.e. mail candidates� statements, ballots, double-envelopes, hold a candidates� forum, hire an inspector of elections, etc? Our bylaws state �Once nominations are closed, if the number of nominees is less than or equal to the number of vacancies, the Association, at the Annual Meeting, may without further action declare the nominees to have been elected. � However, we are not sure if this is permitted with the new laws.
