Does the California Brown Act cover Homeowner Association with Articles of Incorporation? The Davis-Stirling Act says no, but the definitions as defined in the Brown Act Section 54952 seems to be yes.

No, the Brown Act does not apply to a homeowner's association. A homeowner's association is not a local agency or local body created by state or federal law.
