Under the California condo law, can a HOA board reverses the decision passed unanimously by the membership (including board members) in its annual meeting ?

That depends entirely upon what type of decision it was. If it was merely an expression of preference by the owners or failed to get the number of votes needed, then it could be reversed. You need to give us more information.
