Under the California condo law, can a HOA board reverses the decision passed unanimously by the membership (including board members) in its annual meeting ?

Membership voted and passed unanimously to pay for fixing a section of the defective common area walkway which is causing damages to my unit for an amount not exceeding $5,000, the bid came in under $5,000, but the Board reverses the decision and decided not to fix the defective walkway. Can the Board make that decision without membership's agreement ?
