does california law require property managers to disclose that their rental property had a tenent illegally growing marijuana previously with water damage to the house?

Yes, because the police might assume the illegal growing still is going on and raid the premises and the water damage, which I presume was substantial, might cause you further problems [mold, floor boards weakened, etc.]
