Legal Question in Real Estate Law in California
In California, is it legal for a city to cite & fine a homeowner for a code violation (Trash containers being visible from the street) without doing the same for other owners in violation of the same code? Thanks.

Yes, it is legal. Enforcement is discretionary, and unless it is arbitrary and capricious, or the result of fraud or corruption, that discretion is left entirely to the city.
