A landlord cannot turn off a tenant's utilities (water, electricity, air conditioning, etc.) for the purpose of creating a self-help eviction. The landlord can turn off the utilities in an emergency or as absolutely necessary to make needed repairs, or after the tenant has terminated his tenancy. See Civil Code section 789.3.
