Charging for carpet cleaning/replacement
I lived in my apratment in CA for 2 1/2 years. There were two small holes in my carpet that definitely would have required the landlord to replace the carpet after I moved out, yet they charged me for carpet cleaning ($280 for a 1 bedroom). Don't they have to pro-rate based on their cost, the life of the carpet & the legth of time I used it?

That's not the way it works.
The landlord can charge for cleaning, whether the carpet is new or worn, if he has it cleaned.
The landlord cannot charge for normal wear and tear of carpets.
The landlord can charge for damage, wear, etc. that exceed "normal."
This is probably where you get the prorating idea.
