Cheated Renter

Upon searching for a room to rent recently, I was taken for $200 cash (deposit) by a lady wanting to sublet her a room in a 2 bedroom apartment. The apartment was located in a complex. We agreed that she would take the deposit to hold the room for me and on move in (which would be approximately 1 1/2 weeks later) I would give her first months rent. She took the money, spent it and nt even a week later told me she could not hold the room. When I told her I would come pick up my deposit so she could rent to someone else, she said she had spent it and didn't know when she could give it back. She has refused to contact me since. What steps do I need to take to ensure I get my money back and that she doesn't do this to somone else? Should I take her to small claims court and if so, how do I serve her legally?

Sue her in small claims court.
