The city of Los Angeles, SCEP fee can it bepassed on to a rental condo ? Tenant says no, as it is a condo.

If the condo is covered under the city's rent control ordinance, then yes, the rent control ordinance (LARSO) provides that the SCEP fee can be charged to the tenant.
