Legal Question in Real Estate Law in California

city utility

My water was shut off for non -payment in Oct.,2006. I continued to receive bills even though the water was disconected and my meter was removed. In March 2007 I paid the bill in full and was told they would get my water back on. After several days I called regarding no water yet and was told I had to have a plumber come out and put a back flow preventer on an old abandoned well before they would restart service. I couldn't afford this fee and my water was never turned on yet the city continues to bill me. I've spoken to the city several times and have been told that it's city policy. Can the city legaly do this? If so, why? If not, what recourse do I have. Thank you for your time .
